This is a girl who has worked hard for the body she has and feels like she deserves to show it off. I'd be ok with it if she would just put a shirt on, but I also think she's at a high risk of merkels showing (for the definition of "merkel" see Gretchen's blog). I would put this in the category of "not modest".
I am not okay with shorts this short. I think it is great if you look like this but, there is a classier, more respectable way to show off how good you look. These are way too short!

I think these are cute. I'm like Jen, if she put a shirt on it would be great.
These shorts do not reveal too much. As long as the shirt she chooses comes down and doesn't reveal her waist, I think she is fine with these shorts.
I'm thinking about her butt. I'm married, have two kids, and am a minister and unfortunately I'm thinking about her butt.
